Most people believe and teach this, however, I believe it is impossible to prove from the scriptures. This is a teaching that originated with a man of questionable character by the name of Cyrus Scofield. Later it was picked up by a Godly man by the name of Finis Jennings Dake and it has been taught throughout the Christian world as fact ever since.
Scofield lived during the time when Israel wanted to take back their land and they were facing great opposition from the Europeans. A group of Israeli men, who were very prominent in the Masonic Lodge, hired Mr. Scofield to use the scriptures to discredit the Europeans. Thus, he came up with the theory that Rome was the home of the Antichrist. Sadly, this teaching has permeated churches throughout the world and helps to create great hostilities between the Protestant and Catholics.
REV 17 IS ONE EXAMPLE OF SCOFIELDS WRONG INTERPRETATIONS
3 SO HE CARRIED ME AWAY IN THE SPIRIT INTO THE WILDERNESS. AND I SAW A WOMAN SITTING ON A SCARLET BEAST WHICH WAS FULL OF NAMES OF BLASPHEMY, HAVING SEVEN HEADS AND TEN HORNS.
HERE IS THE BIBLE INTERPRETATION:
9 “HERE IS THE MIND WHICH HAS WISDOM: THE SEVEN HEADS ARE SEVEN MOUNTAINS ON WHICH THE WOMAN SITS. 10 THERE ARE ALSO SEVEN KINGS. FIVE HAVE FALLEN, ONE IS, AND THE OTHER HAS NOT YET COME. AND WHEN HE COMES, HE MUST CONTINUE A SHORT TIME. 11 THE BEAST THAT WAS, AND IS NOT, IS HIMSELF ALSO THE EIGHTH, AND IS OF THE SEVEN, AND IS GOING TO PERDITION. 12 “THE TEN HORNS WHICH YOU SAW ARE TEN KINGS WHO HAVE RECEIVED NO KINGDOM AS YET, BUT THEY RECEIVE AUTHORITY FOR ONE HOUR AS KINGS WITH THE BEAST.
This passage has been interpreted as a reference to Rome, “the city on seven hills,” but how could Rome sit on 7 hills that were also 7 kings? It makes no sense. The 7 mountains and the 7 heads are symbolic of 7 kingdoms with 7 kings. This verse says that there will be a total of 8 kingdoms. Notice in verse 11, “the beast who once was and now is not, he is the eight king,” so the beast who is to come (the antichrist) is the 8th kingdom. And verse 10 says five of these eight kingdoms had already fallen at the time this was written. So at the time John wrote the Book of Revelation, there were 5 kingdoms that had ruled over Israel & had fallen?

#2 the Assyrian Empire
#3 the Babylonian Empire
#4 the Persian Empire
#5 the Grecian Empire
After these 5, the angel tells John that one mountain (kingdom) “is.” At the time John wrote the Book of Revelation the Roman Empire onlyvruled the Middle East, Northern Africa, and much of Europe.
The key to this prophetic riddle is to identify the 7th empire from which the antichrist, who is the 8th will arise. During John’s day the 7th empire did not exist, therefore, that would eliminate the Roman Empire.
He said the beast “who is,” is also the antichrist who is also the 8th kingdom. If Rome was the 6th and the antichrist comes from the 8th, how can people teach that the Revised Roman Empire will be the place that the antichrist comes from? If Rome was the 6th empire, and it comes out of the 7th, then what do we do with the eighth? We would have to have three Revivals of the Roman Empire?
The Bible doesn’t support that, neither does history, nor does common sense. Every one of the previous 6 empires ruled the Middle East, including Jerusalem. Always remember that the Bible is completely Jerusalem-centric, it’s not America-centric, nor Euro-centric.
Theories that revolve around a Revised Roman Empire, based in Europe, or the European common market, are foreign concepts to the Bible. It only existed in the mind of Cyrus Scofield. So if Rome was the 6th and it was conquered by the 7th, what was the 7th?
BECAUSE ONLY THE 7th EMPIRE CONQUERED THEM ALL?
According to history the seventh was the Ottoman Empire (the Turks who were Muslims)
The Islamic form of government called the Caliphate. It is controlled by the Caliph who is the supreme political, military and administrative leader of Islam. The Muslim Ottoman Empire came into power in 1299 A.D., then fell at the end of WWI.
NOW HERE IS WHERE IT GETS INTERESTING
In 1299, when Islam conquered the Middle East, they deprived Spain and England of access to the Black Sea and cut off her land route to India. In search of a new route, King Ferdinand and Queen Isabel financed Christopher Columbus, who discovered the new world, and America was born.
Now, American commerce was being destroyed in the Mediterranean by Muslim pirates, and Americans were being taken as slaves. So, in 1784, congress negotiated a treaty with several Muslim nations to pay tribute in return for allowing our ships to pass without violence (it cost 20% of the U.S. budget at that time).
Benjamin Franklin, John Adams, and Thomas Jefferson were the overseers of the negotiations. They reported back to congress, after the negotiations, that the Muslim ambassador, “Abdul Rahman Adja” said “Islam was founded on the laws of their prophet.” And It was written in their Quran that “all nations who do not have allegiance to their authority were sinners, and it was their right and duty to make war upon them; wherever they could be found; make slaves of all they could take as prisoners; and every Muslim who should be slain in battle was sure to go to paradise.”
In 1801 Thomas Jefferson was elected president of the United States, and he said this, “millions for defense but not one cent for tribute.” So he dispatched a group of war ships to the Mediterranean and, in 1805, marines marched across the dessert from Egypt into Tripoli, forcing their surrender and freeing all American slaves.
NOW LOOK AT REV. 13:3
“And I saw one of his heads as if it had been mortally wounded, and his deadly wound was healed. and all the world marveled and followed the beast.”
The Caliph was the head of Caliphate, which is the head of the Muslim world. In 1924, after WWI, the head of the Muslim empire, the Caliph, was severed and the United States set in their own cronies to rule the Muslim world. This is one of the many reasons they hate the United States so much today.
I believe the Bible teaches us that the only empire that fulfills the necessary prophecies to be considered the 7th empire is the Islamic Empire.
